General <br /> <br />The project would result in the loss of about 1,050 man-days of fishing in <br />the Blanca WHA. Construction of the project as planned would result in an <br />annual increase of 23,000 man-days of stream fishing and 40,000 man-days <br />of lake fishing. Annual benefits associated with the stream fishing would <br />be $69,000 and about $100,000 for the lake fishing. The project would adversely <br />impact 8,460 acres of wetlands and about 11,000 acres of vegetation. This <br />translates into a loss of about 3,400 ducks and 594 man-days of hunting. The <br />project would also result in the loss of 338,400 other water bird use-days <br />per season. <br /> <br />Adoption of the recommendations contained in this report would compensate for <br />the loss of fishing habitat, wetlands, and other wildlife habitat caused by <br />the project. Due to the fact that the mitigation plan is designed to compensate <br />for habitat losses rather than man-days of hunting or waterfowl production, the <br />revised plan would result in substantial enhancement benefits to fish and wild- <br />life resources. In addition to the fishery benefits outlined above, the project <br />would result in the additional production of about 13,000 waterfowl. The addi- <br />tional waterfowl would provide 2,200 man-days of hunting with annual net bene- <br />fits of about $21,000. The development of the higher quality wetlands would <br />result in an increase of about 240,180 other water bird use-days/season. As a <br />result of this increase, there would be about 7,000 additional man-days of wild- <br />life oriented use with net benefits of about $14,000 annually. <br /> <br />B. Capital Costs of the Fish and Wildlife Plan <br /> <br />The estimated total capital cost of the fish and wildlife aspects of the project <br />based on January 1981 prices is $4,772,900. Annual 0 and M of the mitigation <br />features on Alamosa NWR and Russell Lakes area is expected to be about $52,100. <br />Table 12 shows a breakdown of these costs. <br /> <br />34 <br />
