That to enhance fish and wildlife habitat and the fishing and hunting <br />opportunities in the project area, the Bureau of Reclamation provide the following: <br /> <br />1. That the main conveyance channel be open to public access for the <br />purpose of hunting and fishing with the following exceptions: <br /> <br />a. Where such use would endanger human life or hamper efficient <br />operation of the project. <br /> <br />b. Where the Fish and Wildlife Service may limit access and <br />hunting and fishing within the Alamosa National Wildlife Refuge. <br /> <br />c. Where the Bureau of Land Management may limit access and <br />hunting and fishing within the Blanca Wildlife Habitat Area. <br /> <br />2. That the Bureau of Reclamation provide access and graveled parking <br />facilities at a maximum of 10-project-constructed road crossings across the <br />conveyance channel. <br /> <br />l <br />-I <br />] <br />I <br /> <br />3. About 6 ft 3/s of project water be provided to Head Lake on a <br />flow through basis, the wetlands between Head and San Luis Lakes and into San <br />Luis Lake. <br /> <br />I <br />J <br /> <br />4.
