,

oae1t5

.

.

Initial Strateqy Questions

1. Should the legislation be introduced simultaneously
in both houses or in only one house? If only one, which one?

2. Should we seek the co-sponsorship of the New Mexico
delegation since some elements of the legislation pertain to
the Animas-La Plata project?

3. Should an effort be made to move the legislation
simultaneously in both houses, or should it be gotten through
one house first? If the latter, in which house should we start?

4. committee jurisdiction

A. In the Senate, the bill will probably have to
go both to the Select committee on Indian
Affairs and to the committee on Energy and
Natural Resources. Thought will have to be
given to the pros and cons of seeking a single
hearing before both committees and sequential
versus joint referral.

B. In the House, the full Interior and Insular
Affairs committee sits as the committee on
Indian affairs, there being no subcommittee or
select committee in that chamber. congressman
George Miller, in the last congress, wrote
Congressman Udall aSking that legislation be
referred to his Subcommittee on Water and
Power. He will presumably renew his request in
this congress. We need to consider whether
this can be avoided.

5. What groundwork needs to be laid in anticipation of
hearings on the legislation? In particular, how do we approach
those likely to oppose the legislation? Where do we need to go
to generate support?

gl

-3-

A ;c.
