Should an effort be made to move the legislation <br />simultaneously in both houses, or should it be gotten through <br />one house first? If the latter, in which house should we start? <br /> <br />4. committee jurisdiction <br /> <br />A. In the Senate, the bill will probably have to <br />go both to the Select committee on Indian <br />Affairs and to the committee on Energy and <br />Natural Resources. Thought will have to be <br />given to the pros and cons of seeking a single <br />hearing before both committees and sequential <br />versus joint referral. <br /> <br />B. In the House, the full Interior and Insular <br />Affairs committee sits as the committee on <br />Indian affairs, there being no subcommittee or <br />select committee in that chamber. congressman <br />George Miller, in the last congress, wrote <br />Congressman Udall aSking that legislation be <br />referred to his Subcommittee on Water and <br />Power. He will presumably renew his request in <br />this congress. We need to consider whether <br />this can be avoided. <br /> <br />5. What groundwork needs to be laid in anticipation of <br />hearings on the legislation? In particular, how do we approach <br />those likely to oppose the legislation?
