<br />oor714 <br /> <br />. <br /> <br />. <br /> <br />in equal annual installments over a 30-year period. <br />this contrasts to the current practice of having such <br />costs paid in the last few years of a 50-year repaid <br />period (balloon payments in effect). The change in <br />repayments methodologies will increase the composite <br />rate to CRSP customers by about 0.5 mills per kWh <br />(compared to a current rate of about 10 mills per <br />kwh). More importantly, the change in repayment <br />methodologies is viewed by pUblic power customers <br />nationwide as setting a precedent which is inimical to <br />their interests. <br /> <br />Opposition: Colorado Association of Municipal <br />utilities (CAMU); other CRSP customers in Colorado, <br />most of which are in Congressman Brown's district; CRSP <br />customers in Nevada, Arizona, Utah, and possibly New <br />Mexico; and pUblic power customers in other power <br />systems nationwide, with the strongest opposition <br />likely to come from the American Public Power <br />Association (APPA), the National Rural Electric <br />Cooperative Association (NRECA), and those in the <br />Midwest who receive power from the Missouri River power <br />system. <br /> <br />Supporters: Colorado-Ute Electric Association; and <br />maybe the national environmental groups, who want the <br />cost of pUblic power to be increased. <br /> <br />3. Animas-La Plata project <br /> <br />Issue: National environmental groups and the staff of <br />the Subcommittee on water and Power, House Interior and <br />Insular Affairs Committee (which is chaired by <br />Congressman George Miller, California), have let it be <br />known that they regard the non-federal financing for <br />the project to which the Administration agreed to be <br />insufficient. National environmental groups may also <br />allege that the project has unacceptable environmental <br />impacts. We doubt, however, that this is really a <br />major concern. the real issue is that such groups are <br />opposed to any project on philosophical grounds. <br /> <br />Opposition: Environmental opposition will probably be <br />orchestrated primarily through the National Wildlife <br />Federation (NWF) and the Environmental POlicy Institute. <br /> <br />Supporters: We may be able to get support from the <br />construction unions and trade groups who have an <br />interest in this kind of pUblic works project. <br /> <br />, <br /> <br />-2- <br /> <br />-0 <br />
