Location of Access Road to the Proposed Echo Park Da~ Unit. It <br />':~pe"rs that some Chambers of Commerce, the Echo Park Dam Association in Western <br />Cn~~rado, and others have become concerned that nothing is being done at the <br />['{',<sent time to promote and sustain, through action of the State Water Board and <br />ct.herwise, the proposal contained in the State's informal comments of December 17, <br />19h9 with respect to access roads to the proposed Echo Park construction. <br /> <br />Attention is called to page 61 of the Bureau report of March 1949 with <br />respect to access roads to the Echo Park unit, which re~ds as follows: <br /> <br />"Accessibility. The Echo Park Dam site is in an <br />area as shown on the drawing on the fOllowinG page. <br />an access road and a construction camp with complete <br />service would be required. <br /> <br />isolated <br />Therefore, <br />utility <br /> <br />"The Island Park area, about 8 miles dOlmstream from the <br />dam site, has been assumed as the location of the camp. The <br />access road would head on U. S. Highway 40 at either Jensen <br />or Vernal. It would extend to Island Park and then continue <br />about 8 miles up the canyon along the Green River to the dam <br />site. A considerable amount of rock excavation would be re- <br />quired because of the steepness of the canyon walls. The en- <br />tire route would be located above the highwater surface of the <br />potential Split Mountain Reservoir, A road to the top of the <br />dam would branch from the canyon road about 1-1/2 miles down- <br />stream from the da~ and would ascend on a 6 percent grade, The <br />road could be used for hauling aggregate as well as for access <br />to the dam and camp sites" Any other route to the dam site would <br />be subjected to more severe operating conditions during the winter <br />months. <br /> <br />"The nearest railhead to the dam site is at Craig, Colorado, <br />approximately 135 miles to the east, on U.S. Highway 40.
