The purpose of this petition is two-fold. First. it is to re-assert tne position of the Department of Natural Resources that the F.E.R.C. should prepare an assessment of the environmental impacts of the proposed pre- 1 iminary permit periOd studies. Work Plan and Schedule" shows that applicant will carry out extensive geological, geophysical, biological. ~ydrological and otner investigations during the preliminary oermit study periOd. These stuJies. when comparea with the data suomitted by the Department of Natural Resources. show there is considerable potential for adverse environmental i~pacts during the study perioo. Based on these submissions 'it can nOt De categorically determined that iss~ance of a oreliminary permit ",ill not have significant i:npacts on tne human environment.
