The purpose of this petition is two-fold. <br />First. it is to re-assert tne position of the Department <br />of Natural Resources that the F.E.R.C. should prepare an <br />assessment of the environmental impacts of the proposed pre- <br />1 iminary permit periOd studies. The second purpose of this <br />petition is to request certain minimum conditions be placed <br />upon any jJrel iminary percnit issued in this matter. <br /> <br />~&]~lBfQ_~~~1~2j~~~I!L_!~~&~~tl~~I <br /> <br />The "Oak Creek water and Po.er Project. Field Investi- <br />gation. Work Plan and Schedule" shows that applicant will <br />carry out extensive geological, geophysical, biological. <br />~ydrological and otner investigations during the preliminary <br />oermit study periOd. These stuJies. when comparea with the <br />data suomitted by the Department of Natural Resources. show <br />there is considerable potential for adverse environmental <br />i~pacts during the study perioo. Based on these submissions <br />'it can nOt De categorically determined that iss~ance of a <br />oreliminary permit ",ill not have significant i:npacts on tne <br />human environment. ThUS. for the reasons stated in part II <br />C of the "Petition of tne National ~ildlife Federation. et <br />31. ...11 the F.~.R.C. must prepare an environmental assess- <br />ment of tne proposed preliminary permit stuoies.
