<br />ftmd in accordance with the purposes and priorities described in <br />swsectian (1) of this section. <br /> <br />(b) There is hereby created within the department of local <br />aff~rs an energy inpact assistance advisory conmittee. The <br />cOlllD1ttee shall be conposed of the executive director of the <br />department of local affairs, the executive director of the <br />department of natural resources, the conunissioner of education <br />the execu!ive director of. the state department of highways, and <br />four resldents of areas ~acted by energy conversion or mineral <br />resource developnmt. The four residents shall be appointed by <br />the governor for tenns not exceeding four years to serve at the <br />pleasure of the governor. The executive director of the <br />department of local affairs shall act as chairman of the <br />COI1IIlittee. MBnbers of the COIIIIIittee shall serve without <br />additienal conq>ensatien; except that the four uenbers from energy <br />impact areas shall be entitled to reimbursement for actual and <br />necessary expenses. MY IIIlnber of the COI1IIlittee who is a state <br />official may designate representatives of his agency to serve en <br />the COI1IIlittee in his absence. The chairman shall convene the <br />advisory COI1IIlittee from time to time as he deems necessary. Such <br />advisory COI1IIlittee shall continuously review the existing and <br />potential inpact of the development, processing, or energy <br />cenversien of mineral and fuel resources on verious areas of the <br />state, including those areas indirectly affected, and shall make <br />continuing reconmendatians to the department of local affairs, <br />including, but not limited to, those actions deemed reasonably <br />necessary and practicable to assist impacted areas with the <br />problems occasioned by such development, processing, or energy <br />cenversien, the iImediate and projected problems which the local <br />governments are experiencing in providing governmental services, <br />the extent of local tax resources available to each mit of local <br />government, the extent of local tax effort in solving energy <br />impacted problems, and other problems which the areas have <br />experienced, such as housing and envirarunental considerations, <br />which have developed as a direct result of energy illpact. <br /> <br />(c) The executive director of the department of local <br />affairs shall file with the general assenbly annually before the <br />first day of February a detailed accomting of the distribution <br />of ftmds for the previous year. <br /> <br />SECTlrn 3. Appropriatien. (1) There is hereby <br />appropriated from the Colorado water conservation board <br />constroction ftmd created by section 37-60-121, Colorado Revised <br />Statutes 1973, as 8IIIlI1ded, effective Jme I, 1977, the SUIII of <br />seven ndllion seven hmdred five thousand dollars ($7,705,000), <br />or so roch thereof as may be necessary, for water conservation <br />projects, to be allocated in the order of priority as listed as <br />ftmds becane available as follows: <br /> <br />PAGE 3-SFNATE BILL NO. 35 <br /> <br />2458 <br />
