<br />0678 <br /> <br />. <br /> <br />To accomplish these goals, the Water Task Force would like to <br />present a series of recommendations to the Tribal Council. Implementation <br />of the recommendations that follow will require a process of policy <br />development, decision-making, lobbying and negotiation that will require <br />close cooperation between the Tribal Council, the Water Task Force and <br />the Bureau of Indian Affairs. In the event that any of these recommenda- <br />tions prove infeasible or undesirable, background study on other <br />alternatives is available. <br /> <br />WATER DEVELOPMENT RECOMMENDATIONS <br /> <br />1. <br /> <br />The Tribe should adopt Plan B (joint use with Montezuma Valley <br />Irrigation Company of the Highline Canal to deliver irrigation <br />water, and the construction of a domestic water pipeline from <br />Cortez to the Tribe's new water storage tank), with the under- <br />standing that a substantial portion of the $9.6 million that the <br />government will save as compared to Plan A be used for meeting <br />the goals outlined above. <br /> <br />. <br /> <br />2. Municipal/Industrial Water <br /> <br />A. That the Tribe select Option 2 the raw/treated water alternative. <br /> <br />B. That $5 million of the $9.6 million in government savings be <br />set aside to the Tribe. Three million dollars would be used <br />to construct the Cortez-Towaoc Pipeline, and $2 million would <br />be placed in a restricted municipal water development .alid <br />maintenance fund. The interest from the fund will be used to <br />pay Cortez for annual water treatment costs, pay a tribal <br />water maintenance person, and to make repairs and improvements <br />in the Towaoc domestic water system, In addition, should the <br />Tribe determine at Some point in the future that it wants <br />to develop its own treatment capability the fund would provide <br />a capital formation funding mechanism. <br /> <br />. <br /> <br />C. Items A and B would result in an adequate supply of high quality <br /> <br />water with no annual general fund outlay by the Tribe. The <br /> <br /> <br />benefits of this arrangement would be available to future <br /> <br /> <br />generations in Towaoc without increasing overall project <br /> <br /> <br />construction costs to the government. <br /> <br />-4- <br />
