<br />Ubli <br /> <br />. <br /> <br />Planninq for Delivery of Dolores Prolect Water <br /> <br />Over the past year, a series of meetings have been held with the <br /> <br /> <br />Bureau of Reclamation to explore alternatives for delivery of both <br /> <br /> <br />municipal/industrial and irrigation water from the Dolores Project. <br /> <br /> <br />Out of these discussions, the Water Task Force has developed a series <br /> <br /> <br />of recommendations and action steps which will be presented in the <br /> <br /> <br />section of the plan that follows, <br /> <br />POLICY RECOMMENDATIONS <br /> <br />The Water Task Force feels that planning and decision making, <br />in regard to the Dolores Project, should be guided by goals which clearly <br />state what the tribe intends to get out of the Dolores project. The <br />proposed goals are as follows: <br /> <br />Goal Statement - Municipal/Industrial Water <br /> <br />. <br /> <br />"To develop a permanent, abundant, reliable, high-quality supply <br /> <br />of municipal/industrial water from the Dolores Project involving no <br /> <br /> <br />upfront or no annual repayment costs to the tribe. Annual <br /> <br /> <br />maintenance and operation costs should be off-set by project <br /> <br /> <br />related revenues. <br /> <br />Goal Statement - Irriqation Water <br /> <br />"To develop 7,500 acres of irrigated land to be located and <br /> <br /> <br />designed so that productivity, operational efficiency, economic <br /> <br />and environmental benefits can be maximized to benefit current <br /> <br /> <br />and future Ute Mountain Ute Tribal members living on the <br /> <br /> <br />reservation. Development should be carried out in a manner and at <br /> <br /> <br />a pace that fits the needs and organizational priorities of the <br /> <br /> <br />tribe. Farm development costs, as well as annual operation and <br /> <br /> <br />maintenance costs, should be off-set by project related revenues <br /> <br /> <br />so that the tribe is not required to assume any indebtedness or <br /> <br />financial risk in developi~g irrigated lands." <br /> <br />. <br /> <br />-3- <br />
