<br />WGA is an independent, non-partisan organization of <br />sixteen western states, one Pacific commonwealth, <br />and two territories. <br />Established in 1984, as a result of the merger between <br />the Western Governors' Policy Office (WESTPO) <br />and the Western Governors' Conference (WGC), its <br />purpose is to strengthen the policy making and <br />management capacity of member states and their role <br />in the federal system. <br />It serves the interest of the governors across a range of <br />functional concerns, including energy, agriculture, <br />water, natural resources, international trade, <br />fiscal policy, economic development, and related issues. <br /> <br />WESTERN GOVERNORS' A&'30ClATlON <br /> <br />Chairman <br />Governor George R.
