Since <br />its founding in February of 1984, the Western Governors' Asso- <br />ciation has continued that work. From time to time the Associa- <br />tion publishes reports that it believes will coc,tribute to the <br />public debate on water issues. TIle Association will also oc- <br />casionally publish background papers that have been produced' in <br />support of the policy analysis. TI1is volume is one of two back- <br />ground papers prepared by staff of the Western States Water <br />Council under contract to the Western Governors' Association, <br />Fwlding was provided by an wlrestricted gift to the Institute <br />for Policy Research, <br />
