t .~.

Title: Technical! Administrative Support

Background:
There are a number of new technological architectures that may be incorporaIed into the ITS
baseline in the near future. Kiosks, imaging, and optical character recognition applications
each have been identified as having potential use in achieving the DNR mission. Defining a
pilot project for imaging is part of our tactical plan.

Expanding the DNR networking infrastructure is another area that falls within the
Technical! Administrative Support initiative. A segment of the network required to support
CaRIS is referred to as WildNet. It uses the state's Digital Data Network (DDN) facilities
to support dedicaIed telecommunications service to Wildlife's Area and Regional Offices.
Using WildNet as a backbone, DNR will explore ways to leverage existing investments to
connect additional divisional locations to the infrastructure,

Progress:
We have been working with the General Government Computer Center on the Capitol
Complex fiber optics project. DNR will support a termination node on the fiber backbone by
providing space in our computer room at 1313 Sherman to house the necessary equipment.
This will significantly enhance our position relative to statewide communications access. We
have not only the fiber network node but a Digital Date Network (DDN) node as well in our
building.

During FY 92-93 the Division of Water Resources analyzed the use of imaging technology to
meet the operational needs of document management. The study revealed that there are
currently in excess of three million documents being maintained for water wells in the state.
Access from seven field offices to a single fIle server with limited communications capability
resulted in suspending this project.

Further study of access requiremenis has lead to the definition of a pilot system that uses
CD-ROM technology to meet the division's business needs. Distribution of CDs to remote
filed offices will be more cost effective than the large centralized system originally
envisioned,

Summary:
With regard to the joint communications effort, we anticipate the fiber connections to be
complete by March, 1994, Depending on the progress of the rest of the installations
included in this project, we expect to be positioned to access the Internet through this facility
,early next fiscal year.

A bid for a CD-ROM imaging system was released in January, 1994, The requirements for
the pilot include specifications for both the Division of Water Resources and the Colorado
Water Conservation Board, Responses are due back the first week of February, 1994 for
evaluation.
