<br />'000392 <br /> <br />Title: Colorado Water Information Network System (Colorado WINS) <br /> <br />Background: <br />The Division of Water Resources and the Colorado Water Conservation Board agreed to a <br />reengineering project to bring all water related projects under a concentrated effort. <br />Adherence to open architecture and departmental standards are two of the guiding principles <br />involved in the project. The Colorado River Decision Support System (CRDSS) and the <br />South Platte River Management System are two key tasks that are extremely important both <br />to Ihe department and Ihe state, <br /> <br />CRDSS will consist of databases and models for improved decision making on many critical <br />Colorado River administrative and operational issues. This computer based system will <br />allow decision makers to simulate potential decisions and policies and examine pOIential <br />consequences. The CRDSS will contain Colorado River Basin databases on streamflow, <br />climate, water rights, historic water use, and project operating guidelines, <br /> <br />The South Platte River Management System is in the sixth and last phase of the project <br />which has been funded by the metropolitan water users during the last three years. The <br />system collects water management information used by the State Engineer to fulfill the <br />statutory responsibilities of Ihe Office. <br /> <br />Progress: <br />A detailed consultant scope of services has been negotiated between State representatives and <br />the Consultant Team. The project is currently in the first month of the four-month Phase I <br />period of discovery and evaluation of potential CRDSS databases, models, and system <br />designs. A major goal in managing this project is to rninimi7.e duplication of efforts with <br />other agencies, such as Ihe Denver Water Department and the Bureau of Reclamation, while <br />ensuring compatibiliIy, <br /> <br />Summary: <br />In May 1994, the prototype system development of the databases, Ihe Colorado River <br />Compact evaluation tool, Ihe water rights planning tool and Ihe consumptive uses evaluation <br />tool will be initiated. The "briefmg room" at Ihe Colorado Water Conservation Board <br />(CWCB) will contain Ihe prototype system as it is being developed and allow valuable user <br />feedback to the design process. CompleIion of Ihe prototype system is expected by Ihe end <br />of 1994. The second ProjecI year will extend Ihe system beyond Ihe proIotype and achieve <br />working databases and models for Ihe Colorado River Basin, A waIer rights administration <br />model and oIher Iools are currently scheduled for years three and four of Ihe Project. The <br />CRDSS ProjecI is scheduled for compleIion early in 1998, <br />
