002418

Project Citizen Advisory Councils

If a permit is granted, a project citizen advisory council is often appointed by

the Department. Councils meet to keep apprised of seeding activities and to

inform the Department of local concerns and conditions. In years of above

average snowfall, committees are more active due to increased likelihood of

adverse effects and project suspension.

Encouraging Research and Development

The Weather Modification Program Office is also directed by state statute to

encourage research and development of weather modification technology. The

office cooperates with many agencies and organizations to promote such projects.

Program research tasks in process under the current Bureau of Reclamation

cooperative planning agreement include:

o identification and clarification of key parties and
issues involved in winter cloud seeding;

o development of a contingency plan for use of weather
modification for drought relief.

Continuing Objectives

Research recommendations are identified in the Future Research Needs section of

this report. In summary, overall longer-term objectives include:

o refine the technology and knowledge of effects of cloud seeding

o determine the effects on a per storm as well as on a seasonal
basis

o define and',quantify the location and elevation of increases
from specific winter cloud seeding activities

o develop an equitable process to compensate those who incur
additional costs as a result of increased snowfall or runoff
resulting from specific cloud seeding projects.

28
