<br />002418 <br /> <br />Project Citizen Advisory Councils <br /> <br />If a permit is granted, a project citizen advisory council is often appointed by <br /> <br /> <br />the Department. Councils meet to keep apprised of seeding activities and to <br /> <br /> <br />inform the Department of local concerns and conditions. In years of above <br /> <br /> <br />average snowfall, committees are more active due to increased likelihood of <br /> <br /> <br />adverse effects and project suspension. <br /> <br />Encouraging Research and Development <br /> <br />The Weather Modification Program Office is also directed by state statute to <br /> <br /> <br />encourage research and development of weather modification technology. The <br /> <br /> <br />office cooperates with many agencies and organizations to promote such projects. <br /> <br /> <br />Program research tasks in process under the current Bureau of Reclamation <br /> <br />cooperative planning agreement include: <br /> <br />o identification and clarification of key parties and <br />issues involved in winter cloud seeding; <br /> <br />o development of a contingency plan for use of weather <br />modification for drought relief. <br /> <br />Continuing Objectives <br /> <br />Research recommendations are identified in the Future Research Needs section of <br /> <br /> <br />this report. In summary, overall longer-term objectives include: <br /> <br />o refine the technology and knowledge of effects of cloud seeding <br /> <br />o determine the effects on a per storm as well as on a seasonal <br />basis <br /> <br />o define and',quantify the location and elevation of increases <br />from specific winter cloud seeding activities <br /> <br />o develop an equitable process to compensate those who incur <br />additional costs as a result of increased snowfall or runoff <br />resulting from specific cloud seeding projects. <br /> <br />28 <br />
