<br />00241 7 <br /> <br />VI. <br /> <br />STATE WEATHER MODIFICATION PROGRAM FUNCTIONS <br /> <br />Regulatory Activities <br /> <br />The primary objective of the Colorado Weather Modification Program Office is to <br /> <br /> <br />assure compliance with the Colorado Weather Modification Statute, Title 36 <br /> <br /> <br />Article 20 C.R.S. 1973. Statutory responsibilities include regulation of weather <br /> <br /> <br />modification through issuance of licenses and permits. <br /> <br />Licenses and Permits <br /> <br />Both a license and a permit are required before activity to modify the weather <br /> <br /> <br />can be undertaken in Colorado. The statute specifies the experience required to <br /> <br />qualify for a license. Licenses are valid for a calendar year. <br /> <br />To obtain a permit an applicant must hold a valid license and meet required <br /> <br />permit conditions. Licenses and permits are granted by the Executive Director of <br /> <br />the Department of Natural Resources. <br /> <br />Public Meetings <br /> <br />A public meeting is held for each permit application in at least one community in <br /> <br /> <br />the target area for which a project is proposed. Public meetings are conducted <br /> <br /> <br />by the Department of Natural Resources with assistance from the State Advisory <br /> <br /> <br />Committee. At the meeting the applicant presents project plans and responds to <br /> <br /> <br />questions and comments from the public, the Department, and the Advisory <br /> <br /> <br />Committee. Permits include operating and suspension criteria which are monitored <br /> <br /> <br />by the Department. <br /> <br />27 <br />
