The determination of the manner in which the operation
of the reservoir can be coordinated with the use of
ground-water storage not only by means of existing
pumps but also by means of the sub-irrigation method
which is practiced throughout a portion of area north
of the Rio Grande,

c. The determination of flood control benefits taking into
consideration not only benefits to Colorado but also
the benefits that were claimed for the proposed State
Line Chiflo Reservoir by the Corps of Engineers in
its report on the Middle Rio Grande Project entitled
"Rio Grande and Tributaries in New Mexico, Survey
for Flood Control, Albuquerque District, Albuquerque,
New Mexico."

The Bureau of Reclamation has restudied the project in accord-
ance with the request of the State of Colorado. It has been assisted in
this work by the staff of the Colorado Water Conservation Board, by
my office, and by representatives of the San Luis Valley Water Con-
servancy District as well as other entities. The Bureau of Reclamation
has submitted a draft of a Propcsed Report of Regional Director dated
June 1955 for informal comments by the State of Colorado. I have re-
viewed this draft of report, and this memorandum contains my comments
thereon.

My memorandum is divided into two parts. The first part relates
to the major features of the project and the extent to which the Bureau
of Reclamation has complied with the request of the State of Colorado
in the restudy of the project. The second part contains numerous
detailed suggestions for editorial changes in the draft of the report.
The first part is prepared mainly for the information of the Board;
the second part is for transmittal to the Bureau of Reclamation should
you see fit to do so in order to guide it in the preparation of its final
draft of the report.
