00273;

Keyes and Others: The North American Interstate Weather Modification Council,

the Western Snow Conference, the American Society of Civil Engineers, etc.

have always supported Congressman Sisk on the bill, however, it has not passed

as yet.

D. Preparation by the Bureau of Reclamation - Pat Hurley, DAWRM, Bureau of

Reclamation

I brought along some notes on what we are doing on the planning of the

Colorado River Weather Modification Demonstration Program (see February 23, 1977

packet in Attachments D). The summary is included in the first paragraph of the

notes. The present budget for FY 1978 does not include any funds for the plan-

ing of this program, which signals a slower approach from the federal level at

this time.

The other contracting efforts that are related to the planning in the

Colorado River Basin is included in my notes: (1) cooperation contract with the

Colorado Department of Natural Resources, (2) re-install and operate stream gage

in the Durango area, (3) contract with the University of Wyoming aircraft for

use in summer and winter projects, (4) contract with the State of Utah for

ecological studies in the Uinta Mountains, (5) continued cooperative contract

with the University of Colorado for avalanche forecasting studies, (6) plan of

a high priority environmental assessment study for lead-in material to impact

statement, and (7) contracts on the Sierra Cooperative Pilot Project. Other

items of interest are the reports on the Colorado River Pilot Project by

Aerometric Research, Inc. and the University of Wyoming. Also, the University

of Nevada report on the Pyramid Lake Project will soon be available and the

Project Skywater Programmatic Environmental Impact Statement is still tied-up

in the final editing stage,

The Sierra Cooperative Pilot Project (SCPP) in California is a forerunner

to the demonstration program. We will be doing a lot of common work in the

Colorado River Basin. More information on the happenings in the SCPP can be

obtained from the newsletters published by the division in Denver (a sample

appears in Attachments D).

The handout also has some information on the early readings from the 1977-

2000 Synthetic Augmentation Study, The Bureau of Reclamation's Computer-

generated projections may be an answer to the question" What would be the value

38

I
l
f
i

t
I

1
