<br />0J2725 <br /> <br />Warburton: It is a young organization. Many States might wonder how and <br /> <br /> <br />where they can make a contribution. Now with specific projects like this it <br /> <br /> <br />may become more obvious how this can be done. <br /> <br /> <br />Hurley: One criterion that most budget reviewers suggested was to include <br /> <br /> <br />in the plan that the additional water produced would be separately marketed and <br /> <br /> <br />the government would thereby be reimbursed. We discussed this a lot and be- <br /> <br /> <br />cause of the money policy and actual evaluation and accounting involved, removed <br /> <br /> <br />this consideration. But, the question of water rights is still a real question <br /> <br /> <br />involved with reference to the Federal Government getting its moneys' worth <br /> <br /> <br />from it. There has been an implication from the budget process that there <br /> <br /> <br />might be some such requirement. Kahan: They said they would not fund us until <br /> <br /> <br />we resolved all the questions involved with water in the Colorado River Basin <br /> <br /> <br />(laughter). We need to remove the idea that this is an exclusively Federal <br /> <br /> <br />effort. <br /> <br />Hurley: We need a statement of intent from the States in the area, pre- <br /> <br /> <br />ferably resolutions. In the interim while the research is going on, the water <br /> <br /> <br />rights question could be deferred, that would perhaps overcome the main planning <br /> <br /> <br />difficulty with reference to budgeting. Kahan: With reference to acceptability, <br /> <br /> <br />there is a hierarchy of acceptability with people and the Federal Government <br /> <br /> <br />does not head the list of acceptable sponsors. The closer you can come to <br /> <br /> <br />demonstrating local involvement the greater the chances of success and accept- <br /> <br /> <br />ability. It is not unusual in the upper Colorado River to hear the name of the <br /> <br /> <br />Bureau of Reclamation uttered with something less than acclamation. The States <br /> <br /> <br />may not be a whole lot better off than the Federal Government, but they may be <br /> <br /> <br />somewhat more acceptable. <br /> <br /> <br />Warskow: We can not let the water rights issue lie. Over the last 50 <br /> <br /> <br />years we have had in some places a 50% reduction in runoff. Any increase would <br /> <br />go to satisfy long standing rights. Weisbecker: If I were from Colorado, I <br />would be concerned about whether the Law of the River treats Colorado fairly. <br />Goslin: That waS a question at the time of the compact that could be fought <br /> <br />again with a new generation of people with reference to this project. <br /> <br /> <br />S;aastad: Colorado is not a member of the NAIWMC and I would like to <br /> <br /> <br />explain to you the reasoning behind that. In the first place, Colorado is <br /> <br /> <br />looking at its involvement with special interest groups.
