Five years ago, questions about <br /> <br /> <br />boundary problems and weather modification first became occasional thoughts, <br /> <br /> <br />now they are the forefront. The existence of the NAIWMC is evidence of this. <br /> <br /> <br />To get at the role of this Council and assisting at preparations for this <br /> <br /> <br />project, I polled many of the Board of Directors. All expressed confidence <br /> <br /> <br />in the conduct of such a demonstration project. One reservation that was ex- <br /> <br /> <br />pressed was a desire to see a certain amount of research associated with such <br /> <br /> <br />a program, especially with reference to evaluation. <br /> <br /> <br />The Council roles include being a forum for issues like this. gecisions <br /> <br /> <br />may have an impact on other projects coming later on, for example, the World <br /> <br /> <br />Meteorological Organization discussions on extra area effects. The States <br /> <br /> <br />should be involved in decision making processes on large scale projects. <br /> <br /> <br />Rivers which are tributaries to the Colorado River are fair game, but <br /> <br /> <br />there may be extra area effects on rivers that do not flow into the Colorado <br /> <br /> <br />River. In that case, the State may want some say, <br /> <br />. <br />The Colorado River Commission might want to draw on this council for <br /> <br /> <br />expertise from the State prospective, and comments and thoughts with reference <br /> <br /> <br />to this type of program. <br /> <br /> <br />The NAIWMC has already been recognized by Congress and OMB as a representa- <br /> <br /> <br />tive of the States on weather modification for it has given testimony at hearings <br /> <br /> <br />of Congress. Therefore, the Council can continue to provide expert advice in <br /> <br /> <br />weather modification with reference to appropriations. <br /> <br /> <br />Summers: Joe, was not water right allocation also a concern of the <br /> <br /> <br />directors? Warburton: There was no particular expression of opinion on that. <br /> <br />E.
