Discussion of Required Local-State-Federal Cooperation and Coordination - <br />Keyes, NAIWMC <br />In December of 1975, the Council of State Governments and the National <br />Conference of State Legislatures had a planning session on weather modification. <br />To get such a large scale demonstration project going, we need their help. <br />Larry Morandi is here substituting for Jerry Norris of the Council of State <br />Governments. <br /> <br />1. Council of State Governments - Larry Morandi, Western Office, Council <br /> <br />of State Governments <br /> <br /> <br />The Council of State Governments (CSG), especially the Hestern Regional <br /> <br /> <br />Office in San Francisco, is very interested in weather modification. They <br /> <br /> <br />feel a need to find out what is the "state of the art." CSG plans to wait a <br /> <br /> <br />year and work with Professor Davis on the regulation of state weather modifi- <br /> <br /> <br />cation activities. We will try another meeting at the end of' the year to try <br /> <br /> <br />to get people together. <br /> <br />Council of State Governments deals with the executive branch and, legisla- <br /> <br /> <br />tors primarily. One question that needs to be addressed is what role the <br /> <br /> <br />Federal Government will play. It should perhaps issue guidelines and require- <br /> <br />ments for weather modifiers. Licenses should be uniform acrosS the country <br /> <br /> <br />since weather does not stop at state borders. Regional qualifications are <br /> <br />necessary because of the different regulations in the states now. Permit <br /> <br /> <br />regulations vary also by state. He need an institutional forum for hearings. <br /> <br /> <br />For exampl~ on environmental reports. The question of who owns the water has <br /> <br /> <br />to be answered in order for the formal cooperation of the states to occur. <br /> <br /> <br />CSG is very much interested in these questions, especially in the West. We <br /> <br /> <br />can serve as a conduit to get the information out. <br /> <br />2. Since then, the Legislature in the United States has gone through cycles. <br /> <br /> <br />Most of the time, this led to legitimation in the eyes of the population, for <br /> <br /> <br />example, after the Civil War, Congress was running the whole show. There was <br /> <br /> <br />a brief resurgence during Watergate, but in recent months the legitimacy of <br /> <br />Congress has suffered from the Hayes business, etc. <br /> <br />18 <br />
