Colorado River Demonstration Project Planning - Pat Hurley, DA\oIRM, <br /> <br />Bureau of Reclamation <br /> <br /> <br />The last version of the planning document for the Colorado River Basin <br /> <br /> <br />Demonstration Project was distributed and described (see Attachment D). The <br /> <br /> <br />Sierra Project can, in a technical sense, lead into this demonstration project <br /> <br /> <br />even though some of the weather parameters are different. The demonstration <br /> <br /> <br />project, as presently conceived, would likely be non-randomized and would <br /> <br /> <br />operate for about ten years in as many as five major mountain ranges with a <br /> <br /> <br />tentative schedule of a new one starting each year. A minimum of about ten <br /> <br /> <br />years appears needed to statistically show an increase in stream-flow from <br /> <br /> <br />weather modification. Hydrologic evaluation is the main element of proof of <br /> <br /> <br />the concept being considered for the demonstration project. This takes more <br /> <br /> <br />time than other kinds of evaluation for each year is essentially one data <br /> <br /> <br />point. He would cloud seed for a maximum water augmentation but within oper- <br /> <br /> <br />ating constraints that might be set by social or environmental considerations, <br /> <br /> <br />for example, suspending cloud seeding in very high snow-fall years. We have <br /> <br />not gone any further than these concepts. We are seeking planning funds for <br /> <br /> <br />the 1978 fiscal year and the early budget signals look good now. <br /> <br />For fiscal year 1977 (beginning October 1976) we were given an additional <br /> <br /> <br />write-in of money for preliminary studies in the Colorado River Basin (environ- <br /> <br /> <br />mental tracing, diffusion studies, water right legal studies, and planning). <br /> <br /> <br />This meeting today is important to begin talking with the states involved in <br /> <br /> <br />the Colorado River Basin to better plan how the states and local weather modi- <br /> <br /> <br />fication projects can work together toward furthering weather modification <br /> <br /> <br />research in the Basin. <br /> <br /> <br />Within an overall objective to demonstrate and study the effectiveness of <br /> <br /> <br />cloud seeding, we will be seriously trying to put as much new water as we can <br /> <br /> <br />into the Colorado River. Kahan: Please emphasize that we want to put all the <br /> <br /> <br />useful water we can into the river. Hurley: Of c?urse, we do not want to <br /> <br /> <br />cause any hazards through the cloud seeding - suspension is definitely possible <br /> <br /> <br />in each area.
