<br />O':H 970 <br /> <br />Based on your previous input and other data, the study team has prepared <br />the list of alternative concepts contained in this packet. Please keep <br />in, mind, we are considering concepts and ideas that can be refined into <br />a repreaentative list of alternative plans. We do not imply endorsement <br />or sUPllOrt for anyone concept presented in this material. Weare asking <br />for your ideas and your opinions on the concepts offered and for any <br />new alternative plans that you feel are appropriate. <br /> <br />Where do we RO from here? <br /> <br />The study team will use your respQnSf!lj in formulating the final list <br />of alternative plans. J <br />plans, a single plan will be selected and endorsed by the atudy team. <br /> <br />For the selection of a single plan we will need to know your preferences <br />and desires; however, the recommended plan will not be selected solely <br />on the basis of popularity. We are mainly interested in why you endorse <br />or oppose certain planning alternatives. We will be looking for the <br />plan which best meets the tests of acceptability, completeness, effective- <br />,ness, and efficiency. <br /> <br />A draft study report and draft environmental impact statement, containing <br />a recommended plan and alternstive plans, will be prepared by the study <br />team. These draft documents will be subject to public review by interested <br />individuals as well as local, iegional,~state, and national agencies and <br />'organized groups. We will use your written response to the draft material <br />to assist us in refining or reformulating the final recommended plan and <br />alternatives. The study team's ultimate objective is to have a final study <br />report and final environmental impact statement submitted to Washington <br />by February 1979. <br /> <br />Please keep in mind that you are participating in a field level study. <br />The ~raft documents, as prepsred by the study team with your assistance, <br />are sUbject to revision by 'the Secretary of the Interior and may also be <br />revised by the President. When the Administration is satisfied with the <br />documents, they will transmit the final proposal to Congress. Congress may <br />elect to implement the Administration's proposal or select one of the <br />alternatives discussed in the report. <br /> <br />The study report to Congress will provide resource information, an array <br />of alternatives, and a recommended course of action. The environmental <br />impact statement will, among other things, provide a discussion of the <br />environmental implications of the alternative plans, and provide a <br />detailed analysis of the probable environmental consequences that would <br />result if the recommended plan were implemented. In any case, the final <br />decision is up to Congress. <br /> <br />4 <br />
