Insufficient consideration was given to the <br />energy generation capabilities of the upstream use of the <br />waters involved, as well as the prior power and reclamation <br />withdrawals in the area. <br /> <br />5. Insufficient consideration ,vas given to the <br />recreational potentials steming from upstream development. <br /> <br />6. No consideration was given to the limitations <br />expressed in the establishment of Dinosaur National Monument; <br />and <br /> <br />WHEREAS, the Draft Study Report and Draft Environmental <br /> <br />Statemen.t are wholly insufficient for the PU1:poses intended <br /> <br />as not allo\'ling participation in and generating public <br /> <br />comment on meaningful issues, and in informing Congress of <br /> <br />the true effect of such proposed designations. <br /> <br />NOW, THEREFORE, the Board of Directors of the Colorado <br /> <br />River Water Conservation District at a special meeting held <br /> <br />in Craig, Colorado, this 22nd day of September, 1979, hereby <br /> <br />unanimously disapproves the Draft Study and Draft Environmental <br /> <br />Statement, recommends a reanalysis of the issues involved <br /> <br />and a proper presentation thereof in a new Draft Study and <br /> <br />Draft Environmental Impact Statement for public review and <br /> <br />co~~ent, and opposes the recommendation for inclusion of the <br /> <br />involved areas in the wild and Scenic River System. <br /> <br />-2- <br />
