<br />Exhibit A <br /> <br />001370 <br /> <br />RESOLUTION <br /> <br />(Green-Yampa Wild & Scenic Rivers) <br /> <br />\\fHEREAS, in June of 1979 (released July 27,1979) the <br /> <br />National Park Service, Department of the Interior, (in <br /> <br />cooperation with the Colorado and Utah Departments of Natural <br /> <br />Resources) completed a Draft Wild and Scenic River Study and <br /> <br />Draft Environmental Statement (DES 79-48) on the study areas <br /> <br />of the Green and Yampa Rivers described in Public Law 93-921 <br /> <br />(88 Stat. 2094); and an additional river segment requested <br /> <br />by Utah but not authorized by Congress; and <br /> <br />WHEREAS, such authorizing legislation directed completion <br /> <br />of the study and the report thereon to the Congress of the <br /> <br />United States not later than October 2, 1979; and <br /> <br />WHEREAS, the Board of Directors of the Colorado River <br /> <br />Water Conservation District have revielved such draft report <br /> <br />and statement and find them deficient in at least the <br /> <br />following particulars, to-wit: <br /> <br />1. The conclusions therein are subjective rather <br />than objective; <br /> <br />2. Insufficient consideration is given to the <br />expressed policy of the Act (82 Stat. 906, 16 U.S.C.A. <br />1271) ; <br /> <br />3. No consideration was given to water rights <br />conflicts of the area, including Federal reserved water <br />rights, if any, presently vested rights under s.tate lalv, and <br />the benefits and obligations of the state of Colorado and <br />its water users under the Colorado River Compact of 1922 <br />
