v" OO"2~ 7

historic users pool
modification of priority of 400 cfs power right and orchard
mesa check to conform to settlement agreement.
2. Reduced diversion demand associated of the Government Highline Canal as
projected by the USBR. This will likely be implemented through adjustment
of modeled efficiencies of the Government Highline system.
3. Refinement ofan account in Ruedi Reservoir to be used to supplement flows
in the 15 mile reach and establishment of operating criteria for that account.
4. Accounts and demands will be set up for the Ruedi Reservoir Round I and II
sales.
5. Correct Wolford Mountain reservoir decrees and capacities. Establish an
account in Wolford Mountain Reservoir to be used to supplement flows in the
15 mile reach. Investigate options for triggering releases based on flow
conditions on another tributary (Fryingpan River).
6. Assist CWCB staff (Andy Moore) with generation of demands for the
endangered fish instream flow right near Cameo, It is currently expected that
annual flows nearCameo will be characterized and one of 5 demand pattterns
applied.
7, Describe through documentation how the model user can prioritize the above
operations (recognizing that each operation may include a number of
subfeatures) in relation to each other and to other water rights on the river.
2e.2 In an 8 hour meeting with CRDSS management and/or CWCB staff, review and finalize
changes to be made to the modeled operation for each of the RIPRAP actions/alternatives in
2e.1.
2e.3 ModifY the model's input data (in the base model data directories on cando) for the calculated
and baseline scenarios to reflect the agreed on changes resulting from subtask 2e.2, It is
anticipated that modifications to the statemod program would not be necessary. It is also
expected that feature 6 in subtask 2e.1 is of lower priority than the other features and will be
scoped but not implemented at this time,
2eA Prepare a draft subtask 2e documentation memo that summarizes the change methodology,
assumptions and results. The results of operating these features will be summarized through
a comparison of historic and simulated flows in the 15 mile critical reach when each of the
above features are turned on in the model (one at a time). These graphs will be of monthly
data for the modeled study period of 1975 through 1991. This subtask is not expected to
require recalibration of the model since the historic scenario is not being altered,
2.e.5 Following receipt ofCWCB comments, finalize the documentation memo.

Deliverables (referencing subtask identifiers):
2e I A memo ( 5-6 pages) that describes the current (Phase II) operation of the
transmountain diversions for the baseline scenario for the Colorado River Basin and
recommendations for improvement of the operation of these structures.
2e2&2e3 Modified input data sets for the RIPRAP action features for the calculated and
baseline scenarios to reflect the strategy agreed on by CRDSS management.
