The following two task orders are being executed at the same time,
LR-l.. Management Issue Support
LR-2... Enhancements to Colorado River Water Resources Planning Model.
In the event that activities in these task orders compete for the available resources, LR-I activities
will take precedence over those activities described in LR-2. As additional task orders are executed
those task orders will describe the priority of those activities in relation to activities in other on-going
task orders. These additional task orders may include the support of model development on the
Gunnison River and the development of scope for a pc-based consumptive use model.

Background
Planning models for each major river basin in Western Colorado were developed as part of the
Colorado River Decision Support System (CRDSS). The planning model for the Colorado River
mainstem has been applied to help evaluate flows int he IS-mile reach of the Colorado River
mainstem at Grand Junction and to help determine the possible impact of additional depletion above
the reach and the benefits of the flow related RlPRAP items to the reach. During the initial
application of the planning model for the Colorado River, several items were observed that require
further refinements to the model in order to provide improved and more useful results, These
refinements are described in the tasks outlined below. The work required under each task will be
performed pursuant to the existing contract amendment with Ross Bethel and Leonard Rice
Consulting Water Engineers dated January 15, 1997, The LR-2 task order has been divided into
subtasks to facilitate description.

Subtask LR-2a Reservoir Operations Modifications to Colorado River Calculated Scenario

Obiective:

Wintertime release patterns for the 16 major reservoirs in the Colorado River WRPM
in the Baseline scenario do not appear to be consistent with current operating rules
of the USBR, Denver and others. The objective of this subtask is to revise the
modeled wintertime operation of these reservoirs by implementing changes suggested
by the USBR and Denver. Emphasis will be placed on Green Mountain Reservoir,
Granby/Windy Gap reservoirs, Willow Creek, Dillon, Williams Fork, Ruedi and Vega
Reservoirs.

I
