Hard rock was encountered in the Chipeta system making excavation more
difficult. About $1,6 million of work remains to complete the winter water system, Most of this
work is being done by the Ch ipeta Water Company, The facit ities are schedule for completion
in 1996, The lateral lining program will require legislation to increase the Salinity Program
appropriation ceiling,

Paradox Valley Unit, Colorado

Reclamation has complete 2 short tests and started a longterm test this past summer to measure
the capacity of the well to accept brine. The first test stepped injection pressures and rates up to
325 gpm, Data on the first test showed the well was restricted near the bore and would benefit
from acid stimylation, The acid stimulation was completed and a second test was run at 400 gpm
for one month, The second test showed the acid stimulation had been successful. The brine is
apparently moving down and away from the bottom of the well, The facilities were inspected and
some modifications were made to allow continuous, longterm operations,

Testing will continue into 1995 to determine injection reservoir capacities and project life, Nano-
filtration of sulfates is also being investigated and may allow for higher concentrations of brine
to be injected, Normal operations are scheduled to begin in 1996, Studies to improve the
efficiency/life of the well will continue as new technologies become available,

Salinity Program Review

In 1993, the Inspector General recommended that Reclamation seek changes in its authorities
to make .the program more cost effective. Reclamation conducted a public review of the
Salinity Control Program in 1994 and received over 80 responses by individual, local, state,
and federal agencies, Most were from state and local agencies expressing concern that
Reclamation continue in the program, A few comments were critical of Reclamation's
implementation of the program. Most of these comments would be addressed by implementing
the recommended changes to Reclamation's authorities, local implementation, and voluntary
participatiOn, Reclamation supports legislation to implement these changes.

Reclamation requested comment on 5 broad topics, The results of the public review are
summarized below:

26
