<br />this time schedule throughout the United States, Secretary Andrus <br />announced a ninety-day extension of this time schedule. At a later <br />date, he announced that the ninety days would expire on September 15, <br />1977. Under the calculation made by Mr. Andrus, ninety days was <br />actually only about twenty-one days. This strange calculation of time <br />was pointedly criticized by Senator Hart and others. We are now <br />advised that Secretary Andrus has now recomputed ninety days and has <br />discovered that ninety days from August 20, 1977, falls on November 20, <br />1977. Therefore, if one can believe anything coming out of Washington <br />these days, the deadline for submitting comments is November 20, 1977. <br />Using this new time schedule, it is requested that any recommendations <br />concerning the response of the State of Colorado to the issue and <br />option papers be submitted to the Colorado Water Conservation Board <br />not later than October 15, 1977, Material on each of the other issue <br />areas will be mailed to all interested parties shortly. <br /> <br />As an interesting sidelight to the whole problem of federal <br />participation in water resource development, a recent release from <br />the National Wildlife Federation is enclosed herewith. It is somewhat <br />amusing to note that the President was severely criticized in this <br />release for his failure to stop all water resource development in the <br />United States, Perhaps the President may learn what most of us <br />learned long ago; and that is that fanaticism is devoid of either <br />reason or moderation. Although I have been a long time member of the <br />National Wildlife Federation, the constantly narrowing views of its <br />directors are too much for me.
