Two recent meetings of the Western States Water Council, one at Idaho Falls and the other at Salt Lake City, focused on this problem, I attended both meetings as Colorado's representative, While there were some differing opinions among the eleven states represented on the Council, briefing papers on the various issues and options were finally agreed upon and submitted to the Western governors. Since these briefing papers represent a good starting point for Colorado's final comments on the various issues and options, they have been reproduced for distribution within Colorado. Enclosed herewith is issue area number 1 relating to revision of water resource planning and evaluation criteria and procedures as published in the Federal Register, and the response thereto by the Western States Water Council. It is requested that all interested parties in Colorado review the issue area and the response. The question to be answered is what additional comments should be submitted by Colorado, and the scope of any disagreement that Colorado may have with the response of the Western States Water Council. Under the original time schedule published in the Federal Register, the time for public comment on the issue and option papers expired on August 20, 1977. As a result of vigorous protests about 2498
