Two recent <br />meetings of the Western States Water Council, one at Idaho Falls and <br />the other at Salt Lake City, focused on this problem, I attended <br />both meetings as Colorado's representative, While there were some <br />differing opinions among the eleven states represented on the Council, <br />briefing papers on the various issues and options were finally agreed <br />upon and submitted to the Western governors. <br /> <br />Since these briefing papers represent a good starting point <br />for Colorado's final comments on the various issues and options, they <br />have been reproduced for distribution within Colorado. Enclosed <br />herewith is issue area number 1 relating to revision of water resource <br />planning and evaluation criteria and procedures as published in the <br />Federal Register, and the response thereto by the Western States <br />Water Council. It is requested that all interested parties in Colorado <br />review the issue area and the response. The question to be answered <br />is what additional comments should be submitted by Colorado, and the <br />scope of any disagreement that Colorado may have with the response of <br />the Western States Water Council. <br /> <br />Under the original time schedule published in the Federal <br />Register, the time for public comment on the issue and option papers <br />expired on August 20, 1977.
