As in the
case with IT'any western states, IT'any of the river corridors are on federally
administered lands.

-,

One of the obstacles to stream preservation in IIrizona is t~at the state
constitution requires tbat any Fermittec: use of state land must return !11axilT'um
income to the state school trust. This requirement reduces the possihilities
for allocatina land for purely conservation use. Recently a recreation catecory
of state land leases"was arproved. This may facilitate river corridor
preservation, providing that the lease fees are not too hiah.

.

Other obstacles cited in Arizona's resPonse were inadeauate appropriation
for the acauisition prcarams of state aqencies, interstate control of water
riqhts, native American tribal rovereiqny over resources and anti-Dublic
lanrJownership sentiment.

NIITICNAL RIUPPS

Several s~ents of rivers are l~ina stucied for possible inclusion in the
National wild and Scenic Pivers SystelT', The Reaqan Administration is proposing
to add 395 miles of L':le Verde River in Huron-Maninstee ~Tatiol"'al Forest.
