<br />NORTH CAROLlliA <br /> <br />North Carolina's Natural and Scenic Rivers !'>ct was passed by the <br />leqislature in 1971, The act provides for t"iO classes of rivers -- Natural and <br />Scenic -- based on 0eqree of development. <br /> <br />The act also included criteria for inclusion of rivers in the system. <br />Seqments rrust be a minimum of one ~ile long. PDundaries are to extend to the <br />visual horizon or such distance as ~ay b~ determined as necessary by the <br />Secretary of the Department of Natural Resources and Community Development, but <br />not less than 20 feet. Criteria also are specified for water auality, water <br />flow and public access. Daws are prohibited, as the purpose of the Act is to <br />protect free-flowing streaJT1s. <br /> <br />, <br /> <br />Administration and control of the system is the responsibility of the <br />Department of Natural Resources and Cornrnunity Development. '1'he repartr1ent <br />"...may establish responsible regulations for the purpose of carrying out the <br />provisions of.,," the !'>ct.
