<br />...~ <br /> <br />, ..~,I ;i..5:.....;;:.r'j;. <br /> <br />~,!' <br /> <br />Currently, the Division 5 Engineer administers the Colorado River using data from a variety of <br />sources including real-time stream flow and diversion observations and accounting data provided by <br />various water users in a spreadsheet format. One key source of information provided in a <br />spreadsheet format by the U.S. Bureau of Reclamation (USBR) is the Colorado River Accounting <br />Spreadsheet (CRA Spreadsheet) required under the Blue River Decrees. <br /> <br />The CRA Spreadsheet provides daily accounting of operations at major water facilities in the basin. <br />In its present form, the CRA Spreadsheet has been identified to be limited in the following areas: <br /> <br />1. It needs to be updated to include new stream gages and projects. These additions <br />include, but may not be limited to, the Palisade gage, Wolford Mountain Reservoir, <br />Clinton Gulch Reservoir, and the 15 Mile Reach Endangered Fish Accounting. <br /> <br />2. It needs to be updated to include additional water right and operational data such as <br />Green Mountain I st fill, 2"d fill, bypasses, power call, reservoir accounts, and Historic <br />User Pool rule curves; Dillon 2"d fill; Reudi 2"d fill and reservoir accounts; <br /> <br />3. In the future, the USBR will not maintain or provide all the data currently provided by <br />the CRA Spreadsheet. In the future, only that portion of the current CRA Spreadsheet <br />required by Senate Document 80 and the Blue River decrees can be expected to be <br />provided by the USBR. <br /> <br />4. Input to the existing CRA spreadsheet is not automated. Presently, USBR and Division <br />personnel manually input data from many sources. <br /> <br />5. Data does not pass directly from an accounting sheet to official diversion records <br /> <br />6. The results are not readily available for review by interested water users. <br /> <br />The objective of the Division 5 Worksheet component of this Scope of Work is to replace the <br />existing CRA Spreadsheet in order to overcome all the limitations identified above. Figure 1 is a <br />conceptual design of the Division 5 Worksheet expected to be developed by this component. Note, <br />Figure 1 is conceptual, since it is the Consultants task to define the number and content of the <br />Division 5 Worksheets in this Scope of Services. As shown, the Division 5 Worksheet is expected <br />to consists of one Summary Sheet and various Backup Sheets. The Division 5 Worksheet is <br />expected to include all new stream gages and projects identified as limitations to the existing CRA <br />Spreadsheet. In addition, water right and operational data associated with Green Mountain <br />Reservoir operations and reservoir refills will be included. It will provide the ability to utilize <br />spreadsheets provided by water users in an automated fashion, allow data to flow into official <br />diversion records and provide results for viewing via the Internet. <br /> <br />The Summary Worksheet presented in Figure 1 is expected to contain key stream gage, diversion <br />and reservoir operations associated with the Colorado River Basin and its tributaries.
