Actual work activities to be performed are described within the
itemized tasks of this scope of services.

The major components of the Administration Tool Development to be performed in this contract
include:

I. Division 5 Worksheet Described in Tasks 2 - 8 of the Scope of Services, this component
allows a Division 5 Worksheet to be developed which will assist the Division Office in the
administration of the Colorado River. In addition, this component provides a mechanism to
allow Division 5 Worksheet data to pass directly into official diversion records and share the
basic data associated with the administration of the Colorado River with other water users.

2. General Engineering Services Described in Task 9 of the Scope of Services, this component
allows Boyle to assist the State with miscellaneous mutually agreed upon activities including
administration of the Beta Testing program associated with the Administration Tool developed
under a separate scope of services with Riverside Technology inc. (Phase IIIb Riverside
Technology inc. Administration Tool Scope of Services, April 24, 1997).

3. Water Resource Planning Model Data Extension Described in Tasks 10 - 12 of the Scope of
Services, this component allows Boyle to evaluate the need for and implement a method to
extend the period of record available to the Planning Models developed previously. The
extended period of record may include a longer historic record and I or a stochastically
developed record. It is recognized the scope of Services associated with Task 11, Historic Data
Extension, and Tasks 12 Stochastic Data Development, may not need to be performed or may
need revision following the activities performed in Task 10, Data Extension Need and
Evaluation.

4. Contingency and Management Described in Task 1, Task 13 and Task 14 of the Scope of
Services, these Tasks allows for project management by the State, project management by
Boyle, and unanticipated activities to be performed if mutually agreed upon in writing between
the State and Boyle.

Following is a summary of the current vision of the first Component, Division 5 Worksheet.
