Also, the State will <br />be responsible for any unique formatting of the natural flow results by StateMod that may be <br />required for the historic data extension or stochastic data development models. <br /> <br />11.3.Historic Data Extension In this subtask, historic natural streamflow data gaps will be filled <br />and verified for use by the CRDSS Water Resource Planning Models. It is expected to be <br />accomplished by applying or enhancing an existing program that will: <br /> <br />· Read all historic streamflows selected for use in a basin or basins. <br />· Based on statistical properties or user supplied data, selects the independent station <br />or stations to be used for filling missing records. <br />. Based on statistical properties or user supplied data, selects the equation type <br />(annual, monthly, linear, non-linear, etc.) to be used for filling missing records. <br />. Generate a report which documents the dependent / independent station selection <br />process over time, the resulting equations and their statistical properties. <br />. Provides results which allow the data extension to be validated on a monthly, annual, <br />and basin total. <br />. Provides a complete period of streamflow data formatted for input to StateMod for <br />each of the 5 CRDSS Water Resource Planning Models. <br /> <br />11.4.Interface Design In this subtask, a hand or computer generated Graphical User Interface <br />(GUI) will be designed which presents the components of the historic data extension. The <br />design, which will have no functionality, will identify appropriate windows type components <br />(drop downs, radio buttons, etc.) which, if implemented by the State or others, could allow the <br />historic data extension to be performed in a user friendly manner. <br /> <br />11.5.Document Historic Data Extension In this subtask, a memorandum will be prepared which <br />documents the data extension procedure and results. This memorandum, expected to contain <br />approximately 15 pages of text, will be formatted to replace or be included within appropriate <br />sections of the existing Water Resource Planning Model documentation or appendices. State <br />comments will be include into a final memorandum that will be provided to the State in Word <br />format. The State will be responsible for converting the document to HTML for on-line access. <br /> <br />11.6.Extended Historic and Calculated Simulation In this subtask, the Water Resource Planning <br />Model data sets will be revised as appropriate and executed with the extended data in each of the <br />5 basins to confirm its operation and validate the calibration. Results will be reviewed for the <br />Historic and Calculated data by comparing the Phase IlIa 1975-1991 results against the new <br />1975-1991 results and the extended period of record results. The review will include a <br />recommendation that additional calibration activities are or are not required. Minor <br />recalibration effort is anticipated, as reflected in the associated cost of service estimate. <br /> <br />11.7.Extended Baseline Simulation In this subtask, a new baseline data set will be developed for <br />each of the 5 Water Resource Planning Model data sets using current demands and operations in <br />conjunction with the extended period of record. Results will be reviewed for the Baseline data <br />by comparing the Phase IlIa 1975-1991 results against the new 1975-1991 results and the <br />extended period of record results. The review will include a recommendation that additional <br />activities are or are not required.
