<br />,i <br /> <br />OOZ~02 <br /> <br />Draft Revision RIVER BASINS-12 <br />Attachment 1 <br /> <br />~ Guidelines for Preparation and Content of <br />Cooperative Basin Study Plan of Work <br /> <br />The Apri I 19btl Memorandum of understanding between the forest Service, <br /> <br /> <br />Economic Research Service, and the Soil Conservation Service requires that <br /> <br />a Plan of Work (POW) be developed for each river basin investigation and <br /> <br />survey, This relates to those surveys which require interagency coordina- <br /> <br />tion of programs in watersheds as authorized by Section 6 of Public Law 566, <br />83rd Congress, as amended. <br /> <br />Purpose: The Plan of Work will provide a basis for authorization, be the <br /> <br /> <br />official document of agreement between study participants, and outline the <br /> <br /> <br />work schedule and funding for USDA cooperating agencies, The total time and <br /> <br /> <br />~ total USDA funding for the study shown in the initial POW will be expected <br /> <br /> <br />to achieve the purpose of the study without significant adjustments. <br /> <br />The Field Advisory Committee (FAC), cooperating agencies, and the planning <br />staffs will use the Plan of Work to: <br /> <br />1, Guide the direction of the study. <br />2, Measure progress of the study, <br /> <br />3. Estimate personnel and fund requirements. <br /> <br />Procedures: <br /> <br />e <br /> <br />1, The state conservationist submits a study application for a coopera- <br /> <br /> <br />tive study to the SCS Administrator, (See SCS Rules and Regulations <br /> <br /> <br />40, FR 12474, March 31,1975, for application requirements.) The <br /> <br /> <br />Washington Advisory Committee (WAC) reviews the application and <br /> <br /> <br />recommends a priority to the SCS Administrator, <br /> <br />/ <br /> <br />/ <br /> <br />/ <br /> <br />
