Ira Van Dreal, Arapahoe County assessor' and leader in the move for repeal
of the personal property tax which goes on the November ballot as amendment 7.
has issued the followi:J.g rep:lrt to COLORADO INFOFU1l\.TION on trailers:
. "Under a.new law in the stat.e of New York, whi,ch became effective on April 15,
house trailers wiJl be taxe& as other real property (Nev, York does not tax personal
property as such).
"The new law also provides that the tax: must be collected and paid by the own-
er of the premises on which the trailer is located on assessment day. Exempt are
transient trailers (in O~G district for less than 60 days), trailers being held~r
sale, and unoccupied tr~ilers,
"In Arapahoe CO'J.oty on )1;;rch 1st, 1954 rye found 187 trailers not licronsed.
These were subsequenUy 1:'(;<,)088&, forc:.ng our office iIlo oancel these schedules.
The average sched~le had' an assessed value of approxunately $1,000. The loss in
value would then be $189,000 to the A&sessor.
In addition to this, by making two visits each year we force about 690 trailer
people to license their trailers each year. If this work resulted in valuation
at $1,000 per j;railer this would be an additional ~\690,OOO of valuation for our
county. Thus, we do the ~;ork, but bring in no dirs"t, ad valorem tax revenue.
"Trailers, thus, are licen~ea and pay their spe.::ific ownership taxes, vrhich
contributes little toward the education of their children cOlTl..pared to the tax paid
on an a,'erage home. Amendment {,!7 will make it possible for the l>Jgislature to cor-
rect this situation, which could add more money for schools without additional
t~JC.es on homes and at the same time eliminate "the ta1( on household goods, not
productive of income."
\ ''The amendment also provides that the specific ownership taxes paid on trail-
ers and automobiles will also renmin in the local taxing districts. This also
will alleviate local tax problern;l, particularly schools. Bearing all this in
mind raises this question, are budget officials criticizing Amendment #7 beC81:se
they expect to give real estate taxes another jolt, regardless of the many oth.o!'
revenue sources open?" --
was the possibility of a later opening of the 1955 season on the eastern slope.
the drouth continues, it was said by the game and fish department. Lowness of
