This recognizes that the <br /> <br />proposed delivery of the salvaged water to the Rio Grande <br /> <br />to improve the State of Colorado's debit condition under the <br /> <br />Rio Grande Compact would be of benefit to all Rio Grande Com- <br /> <br />pact states and to the Nation." <br /> <br />At page five of the letter we find the following <br /> <br />language: <br /> <br />"The evaluation benefits are estimated to total $2.638,000 <br /> <br />annually. The ratio of evaluated total annual benefits to <br /> <br />estimated federal costs is 6.75 to LO." <br /> <br />At page 27 in the body of the report the following two <br /> <br />paragraphs are significant: <br /> <br />MAs discussed subsequently under staqe development, the <br /> <br />plan of development contemplates that development of the <br /> <br />well fields will be a step-by-step process, extending over <br /> <br />several years. Under this procedure. wells would be in- <br /> <br />stalled and tested in a sequence which would establish the <br /> <br />aquifer conditions which prevail and would permit modifica- <br /> <br />tions in the well spacings and capacities to accommodate the <br /> <br />variations encountered. <br /> <br />The plan contemplates the installation of observation wells <br /> <br />along the perimeter of the overall water salvage area. <br /> <br />-6- <br />
