This recognizes that the

proposed delivery of the salvaged water to the Rio Grande

to improve the State of Colorado's debit condition under the

Rio Grande Compact would be of benefit to all Rio Grande Com-

pact states and to the Nation."

At page five of the letter we find the following

language:

"The evaluation benefits are estimated to total $2.638,000

annually. The ratio of evaluated total annual benefits to

estimated federal costs is 6.75 to LO."

At page 27 in the body of the report the following two

paragraphs are significant:

MAs discussed subsequently under staqe development, the

plan of development contemplates that development of the

well fields will be a step-by-step process, extending over

several years. Under this procedure. wells would be in-

stalled and tested in a sequence which would establish the

aquifer conditions which prevail and would permit modifica-

tions in the well spacings and capacities to accommodate the

variations encountered.

The plan contemplates the installation of observation wells

along the perimeter of the overall water salvage area.

-6-
