C., the following is found: <br /> <br />"The plan of development provides for salvage of available <br /> <br />surface flows as originally contemplated; but it's principal <br /> <br />purpose is to salvage, without adverse effect on surroundinq <br /> <br />irrigated areas, shallow qround waters which presently are <br /> <br />non-beneficially consumed by evaporation and transpiration." <br /> <br />(Emphasis supplied). <br /> <br />At page three. the letter states: <br /> <br />~The plan provides for maintaining, by year around pumping, <br /> <br />ground water levels at least eight feet below the ground <br /> <br />surface over selected areas totaling about 108,600 acres, <br /> <br />with the resultant water salvage of about 86.500 acre-feet <br /> <br />annually. (Maintaining ground water levels eight feet below <br /> <br />the ground surface would keep the water below the root zone <br /> <br />of the water loving plants and thus prevent transpiration <br /> <br />by the plants and evaporation by capillary action). An <br /> <br />average of 15,200 acre-feet also would be salvaged annually by <br /> <br />providing outlets for surface waters." <br /> <br />At page four the letter states: <br /> <br />"The plan provides for stage developrrent of the water salvage <br /> <br />features to provide assurance, to the San Luis Valley irriga- <br /> <br />tors and interests. that pumping of the shallow ground waters <br /> <br />does not adversely effect ground water conditions in the valley. <br /> <br />-5- <br />
