The statement of the South Platte Water Users <br />Association obviously cla'ims all water claimed by Denver <br />plus additional water to be made available by feeder canals <br />intercepting at elevation 9,013 feet water not naturally <br />tributary to the Blue River above the Dillon Reservoir. <br /> <br />5. Under Senate Document 80 the minimum obligation <br />of the United States is (a) replacement storage of 52,000 <br />a.f. at Green Mountain with reasonable expectancy that <br />it will fill annually, and (b) the maintenance from <br />April 15 to October 15 annually of a minimum flow of <br />1,250 c.f.s. at Shoshone. <br /> <br />6. An engineering study should be made to determine <br />the effect of the depletion of the stream by the taking of <br />1600 c.f.s. at the Dillon Reservoir site under the allegedly <br />senior claim of Denver upon the operation of Green Mountain <br />and the ability of the United States to satisfy the minimum <br />obligations stated above. <br /> <br />7. In the event the suggested engineering study shows <br />an adequate water supply to satisfy the stated minimum <br />obligations of the United States, then it would seem that <br />an amicable adjustment may be made between Denver and the <br />United States provided that (a) proper arrangement may be <br />made for the exchange of power generation facilities on the <br />east slope for those at Green ].1ountain, and (b) an under- <br />standing can be reached as to the supplying of Colorado <br />deficiencies in river flow at Lee Ferry. <br /> <br />8. The claim of the South Platte Water Users Associ- <br />ation, being admittedly junior to both the United States <br />and Denver claims, can apply only to water available after <br />such senior claims are satisfied. <br /> <br />. <530 <br />
