After outlining certain primary purposes <br />which must be effected, this document states that the <br />features of the Colorado-Big Thompson Project shall be <br />operated in conformity with certain particular stipulations. <br />Among these are the following: <br /> <br />1. Green Mountain Reservoir shall be constructed <br />"with a capacity of 152,000 acre feet, and with a reasonable <br />expectancy that it will fill annually." Of this capacity <br />52,000 a.f. shall be available as a replacement in western <br />Colorado, of the water which would have been there usable <br />if not withheld or diverted by the project. <br /> <br />2. Whenever the flow of the Colorado at Shoshone is <br />less than 1250 c.f.s. there shall be released upon demand <br />as a part of said 52,000 a.f. the amount necessary with <br />other available water "to fill the vested appropriations <br />of water up to the amount concurrently being diverted or <br />withheld from such vested appropriations by the project <br />for diversion to the eastern slope." <br /> <br />3. 100,000 a.f.of Green Mountain storage is primarily <br />for power purposes but shall be released without charge to <br />supply existing irrigation and domestic appropriations, <br />to supply losses chargeable in the delivery of the 52,000 <br />a.f. and "for future use for domestic purposes and in the <br />irrigation of lands thereafter to be brought under cultivation <br />in western Colorado." This water shall be released from <br />April 15 to October 15 of each year in such quantity to <br />maintain the 1250 c.f.s. flow at Shoshone "provided this <br />amount is not supplied from the 5~000 a.f. heretofore <br />specified." <br /> <br />4. If Green Mountain is not maintained with a capacity <br />of 52,000 a.f., the Secretary of the Interior shall withhold <br />diversion of water from the west slope to the east slope. <br /> <br />5. 'rhe 52,000 a.f. of Green Mountain storage shall <br />have an earlier priority date than that of the priorities <br />for water diverted or stored for delivery to the east slope. <br />The 100,GOO a.f. of Green Mountain storage shall have the <br />same date of priority as that of the transmountain diversion. <br /> <br />~-2J' <br />
