<br />GOJ355 <br /> <br />~~. ~ <br /> <br />B i 11 Smith <br />79-586 <br />Page 2 <br /> <br />One of two options will be selected after consultation with the advisory committee. <br />The first option is to implement the program from Denver through a half-time coordinator <br />hired and supervised by the Colorado Department of Agriculture. The second option is to <br />implement the program from the High Plains region through a half-time coordinator hired <br />and supervised by a High Plains organization yet to be identified. If the second option <br />is selected, a subcontract with a suitable High Plains organization will be prepared and <br />managed by the Colorado Department of Agriculture. Possible High Plains organizations <br />include: soil conservation districts, regional councils of governments, or the advisory <br />committee itself. <br /> <br />There are sound reasons for preferring the second option, even though it is more <br />complex than the first. The second option actively involves the region more deeply in <br />the project--a vital prerequisite to substantive 'regional involvement in discussing <br />alternative strategies once the technical work is completed. Hiring a public involvement <br />coordinator from the region who knows the local leadership will also save time and avoid <br />major gaffes, such as ignoring legitimate regional interests. Also, option two gives the <br />regional advisory committee additional incentive to continue meeting throughout the pro- <br />ject--particularly if this committee decides to assume responsibility for the public in- <br />volvement program itself, <br /> <br />Regardless of which option is selected, each of the following public involvement <br />activities and tools will probably be used to some extent: public meetings and workshops; <br />public presentations to agricultural organizations, civic groups, government officials, <br />and other groups; news releases; brochures; and a newsletter. Details will be worked <br />out with the help of the regional adVisory committee. <br /> <br />Although the High Plains region is the primary area for public involvement, the <br />rest of the state will not be neglected. The public information officer of the Colo- <br />rado Department of Agri culture will i nfonn groups and persons throughout the state as <br />part of her usual duties. In addition, state agencies will be kept informed through al- <br />ready established interagency committees and other channels. <br /> <br />Budget (for either option) <br /> <br />a.
