<br />Hoover Dam Power plant Uprating and Facility Improvements.- c:::
<br />The Committee directs the Bureau of Reclamation to allocate suffi- ~,
<br />cient funds from the construction program to undertake advanced (..,
<br />engineering and design on Hoover Dam Powerplant and other fa- ~
<br />cility improvements. The project has been in operation fur more
<br />than 40 years and critical safety and equipment requirements have
<br />been identified for implementation. This action will allow the
<br />Bureau of Reclamation to begin initial engineering activities prior
<br />to project authorization.
<br />Lower, Colorado River Flooding.-Controlled flooding conditions
<br />along the lower Colorado River, and recent floods in New Mexico
<br />and Arizona require a coordinated review by both the ColJll!' of En-
<br />gineers and the Bureau of Reclamation and a recommendation of
<br />measures to prevent or minimize recurring damage. Additionally,
<br />the conferees urge the Bureau to comprehensively address the seri-
<br />ous groundwater problems in the lower Colorado region within ex-
<br />isting authorization.
<br />Muddy Creek Project, Montana.-The conferees recommend that
<br />of the funds appropriated in Public Law 98-50 under General In-
<br />vestigations, $10,000 shall be available for transfer to the State of
<br />Montana to continue erosion control studies on the Muddy Creek
<br />Project, Montana.

<br />fore, the conferees agree that administrative expenses ~sociated

<br />Amendment No. 16: Reported in technical disagreement. The
<br />managers on the part of the House will offer a motion to recede
<br />and concur with the amendment of the Senate which appropriates
<br />$8,000,000 for "Energy Supply, Research and Development Activi-
<br />ties". Of this amount, $4,000,000 is available for the four atoll
<br />health care plan authorized in section 102 of Public Law 96-205.
<br />The conferees intend that this funding be consistent with the
<br />health care arrangements under Section 177 of the Compact For
<br />Free Association. The conferees agree that the Secretary of the In-
<br />terior should develop a health care plan as required under section
<br />106 of P.L. 96-205 addressing the health care needs of those found
<br />to have been exposed to radiation from the nuclear weapons testing
<br />program and that these funds are available for implementation of
<br />such plan. The provision of these funds does not assume any future
<br />commitments for additional funding for this program.
<br />The conferees agree that $3,000,000 is available for construction
<br />and operation of a second small community solar energy project on
<br />the Island of Molokai, Hawaii, and that $2,000,000 of available
<br />funds shall be used for the thermal energy storage program identi-
<br />fied in the House Report 98-272 and that it be conducted under the
<br />"Energy Storage Systems" activity.
<br />Within the funds provided to the Department of Energy in P.L.
<br />98-50, the managers direct the Department to use up to $500,000 to
