<br />CONFERENCE
<br />
<br />The managers on the part of the House and the Senate at the
<br />conference on the disagreeing votes of the two Houses on the
<br />amendments of the Senate to the bill (H.R. 3959) making supple.
<br />mental appropriations for the fiscal year ending September 30,
<br />1984, and for other purposes, submit the following joint statement
<br />to the House and the Senate in explanation of the effect of the
<br />action agreed upon by the managers and recommended in the ac-
<br />companying conference report:

<br />Amendment No.1: Reported in technical disagreement. The
<br />managers on the part of the House will offer a motion to recede
<br />and concur in the amendment of the Senate limiting the interest
<br />rate on Section 202 projects to 9.25 percent.

<br />COUNCIL ON ENVIRONMENTAL QUALITY AND OFFICE OF
<br />ENVIRONMENTAL QUAUTY
<br />
<br />Amendment No.2: Reported in technical disagreement. The
<br />managers on the part of the House will offer a motion to recede
<br />and concur in the amendment of the Senate appropriating $600,000
<br />to the Council on Environmental Quality and Office of Environ-
<br />mental Quality for two contract studies related to water resources.
<br />The conferees are aware of the broad responsibility and technical
<br />expertise of the U.S. Geological Survey, the Environmental Protec-
<br />tion Agency, and the Army Corps of Engineers in matters relateo
<br />to water resources and water quality. The Council is directed to
<br />consult with and rely on these agencies for technical guidance ir,
<br />developing the study requirements and monitoring the progress 0'
<br />the contracts. The conferees expect these contracts to be competi
<br />tively awarded to university-based organizations and to be compleI'
<br />ed by September 30, 1984.
