<br />., <br /> <br />SOUTH PLATTE WATER RIGHTS <br />MANAGEMENT SYSTEM <br /> <br />ENHANCEMENTS AND MAINTENANCE <br />n~?1 <br />\1V- <br /> <br />SCOPE OF WORK <br />8 August 1995 <br /> <br />1.. SPWRMS SYSTEM ENHANCEMENTS AND MAINTENANCE <br /> <br />The primary aim of this contract is to install two enhancements to the South Platte Water <br />Rights Management System (SPWRMS). In addition, the contract provides resources to <br />continue providing maintenance to the system. The maintenance support will enable the <br />Department of Water Resources (DWR) to add new users to the system, etc. in the absence <br />of having their own personnel to provide these services. <br /> <br />Task 1. Point Flow Enhancement <br /> <br />Completion Date: 3129/96 <br /> <br />The Point Flow enhancement will provide the functionality to perform Point Flow calcula- <br />tions on the ~ state of the river for the current water vear. These calculations have been <br />developed by the Northern Colorado Water Conservancy District (NCWCD), who will <br />assist in the detailed design of the enhancement to SPWRMS. NCWCD has also devel- <br />oped the software to display Point Flow results on a PC, and this software will be used to <br />display on the PC the Point Flow results provided by SPWRMS. The following work <br />items will be addressed in this enhancement <br /> <br />A. CADSWES will integrate Point Flow Analysis calculations, developed by the <br />Northern Colorado Water Conservancy District, into the SPWRMS UNIX application. <br /> <br />The current Point Flow calculations by NCWCD do not into account the effects of change <br />in reservoir storage within a reach. Reaches for Point Flow calculations cannot have reser- <br />voirs and must be bounded by gauged flows. In addition, major tributaries into a reach <br />should have a gauge close to the confluence for accuracy. For these reasons, the geo- <br />graphic extent of the Point Flow calculations will be limited and not continuous. The fol- <br />lowing restrictions will limit the reaches for which Point Flow values will be calculated: <br /> <br />. The reach must be downstream of the Denver Gauge (PLADENCO), or on a <br />tributary which joins the South Platte River downstream of the Denver gauge. <br />Upper reaches of the main stem and its tributaries cannot be accurately modeled at <br />this time because of the abundance of reservoirs in these reaches. In the future this <br />area could be modeled as discontinuous reaches if there are gauges above and <br />below the onstream reservoirs. However, this effort will only provide modeling for <br />the area below PLADENCO <br /> <br />. If the reach is on a tributary, it must be bounded on its upper and lower ends <br />by a stream gauge or a point of zero Dow. Due to this restriction, some lengths of <br />
