It provides means for conveying the salvaged <br /> <br />waters to the Rio Grande to improve Colorado's debit status under <br /> <br />the Rio Grande Compact. It includes measures for development of <br /> <br />optimum fish and wildlife and recreation benefits and it would <br /> <br />authorize development of the proposed Mishak Lakes and Alamosa <br /> <br />National Wildlife Refuges. <br /> <br />Construction features of the project include conveyance <br /> <br />channels, laterals, wells, pumping plants, transmission lines and <br /> <br />substations. Total construction cost is about ~8.4 million spread <br /> <br />over an 8-year period. Annual operating cost is ~186,000 and the <br /> <br />overall benefit-cost ratio is 5.47 to 1.00. <br /> <br />The project is designed to salvage annually 101,700 acre- <br /> <br />feet of water. Of this amount 96,400 acre-feet would be availab1e <br /> <br />for delivery to the Rio Grande. Selective pumping would insure <br /> <br />delivery of water that would meet quality of water requirements of <br /> <br />the Rio Grande Compact. <br /> <br />The plan contemplates that construction, operation and <br /> <br />maintenance of the water salvage features would be nonreimbursable <br /> <br />federal expenses. Both the states of Colorado and New Mexico have <br /> <br />strongly endorsed this position and cite the 1906 Treaty with the <br /> <br />United States of Mexico-and the Rio Grande Compact of 1929 as <br /> <br />authority for this position. <br /> <br />Closed Basin Division <br /> <br />-2- <br />
