Morrill, Chief Engineer <br />Colorado Water conservation Board <br />Denver, colorado <br /> <br />May 31, 1967 <br /> <br />The Closed Basin Division, San Luis Valley project is a <br /> <br />much needed water salvage project with important fish and wi1dlife <br /> <br />and recreational benefits. It is located in saguache and Alamosa <br /> <br />counties in south-central Colorado a few miles north of the <br /> <br />Colorado-New Mexico state line. <br /> <br />Expanding water uses in the Rio Grande Basin, recent <br /> <br />occurrence of an extreme and protracted drought, and the increas- <br /> <br />ingly adverse debit status of Colorado under the Rio Grande Com- <br /> <br />pact all emphasize the need for optimum salvage of nonbeneficially <br /> <br />consumed waters in the San Luis valley. This project provides the <br /> <br />only practical means of developing additional water in this arid <br /> <br />region and assures preservation of the agricultural economy of <br /> <br />the Closed Basin. <br /> <br />The plan of development provides for salvage, without <br /> <br />adverse effect on surrounding irrigation areas, of shallow ground <br />
