I went over with him again the major points <br />which Chips and I had covered in our initial meeting with them on <br />June 6. The speaking notes attached to my June 21 memo .of the <br />June 6 meeting reflect the points which I discussed with Dan. It <br />was quite obvious that he had given no attention to our request <br />since June 6 and had essentially no recollection of what the <br />issue was nor why it was so impOrtant to proceed as quickly as. <br />possible, I tried to impress upon him the urgency of the <br />situation. <br /> <br />On September 19 I met in Salt Lake City with Dan Lawrence as <br />well.'as his attorney, Dallin Jensen, and the Executive Director <br />of the Department of Natural Resources, Temp Reynolds. Dan <br />acknowledged that he had not had an opportunity to talk to Dallin <br />and Temp at any great length since we met on September 7, so I <br />ended up for yet a third time going through all the major points <br />which we have been trying to make. Based on the meeting, I feel <br />that Utah has finally grasped our major points, the issues at <br />hand, and the urgency of the situation. I sense that they are <br />sympathetic to what we are trying to accomplish, but no <br />commitments were made. They did indicate that they would try to <br />sit down and work through this matter internally within the next <br />couple of weeks. <br /> <br />I advised them of the conversations which Governor Lamm had <br />had with Governor Matheson over Labor Day weekend. I indicated <br />that it was my understanding that Governor Matheson had told <br />Governor Lamm that he would call Governor Lamm shortly after he <br />returned from Europe, which apparently was around September 14. <br />I told them that I did not know if Governor Matheson had in fact <br />called Governor Lamm back. They indicated that they likewise did <br />'.-'--riot know.rrthere-had- been any-'conversations between the, <br />Governors after Matheson returned. <br /> <br />s. 268 <br /> <br />with respect to S. 268, it was passed by the Senate with the <br />Arizona, California, and Nevada amendments during the first week <br />of August, It has now been introduced in the House and referred <br />to the Committee on Interior and Insular Affairs, chaired by <br />Congressman Udall. <br /> <br />While in Washington, D,C., on September 14 and 15 with the <br />other Colorado River basin states to testify on the salinity <br />legislation, I learned that the Lower Basin agreement had hit a <br />snag due to some sort of objection from Los Angeles Light and <br />power. I could not determine what the problem was, but it <br />clearly prompted a flurry of activity and meetings among the <br />Lower Basin states representatives, their senators, WAPA, and <br />others.
