First, he asked me to provide him with some <br />talking notes for telephone calls to Governors Babbitt and <br />Matheson. I did this by way of memo dated September 2 (copied to <br />you), Secondly, he said we needed to make as our very highest <br />priority the development of a strategy for packaging our <br />proposal, getting it sold to Arizona and Utah, and finding a <br />vehicle by Which we can keep Arizona's interest should they be <br />able to move S. 268 before we are ready, <br /> <br />After talking with the Governor, I called Monte Pascoe, to <br />check some details of What the Governor had told me and to <br />confirm with Monte whether my sense of the breakfast discussion <br />was accurate. In addition to the items Which Governor Lamm had <br />'raised with me, Monte indicated that they had also discussed the <br />problem of What projects we would propose to move forward with in <br />response to Arizona's point that we must bring to them new, <br />viable projects. I pointed out to Monte, as we had discussed on <br />previous occasions, that the difficult problem we face is that <br />there are no agricultural projects Which are "economically <br />justified" under traditional cost-benefit analysis and there are <br />no other projects for Which there is an immediate demand for <br />water absent the muncipal and industrial growth associated with <br />an oil shale industry, the only exception being trans-mountain <br />diversion projects which are presently on the drawing boards for <br />Colorado Springs, Aurora, and Denver. Monte subsequently <br />followed up on this conversation by writing a letter to Governor <br />Lamm dated September 8 (copied to you), in Which he reiterated <br />the discussion Which he, Robbins, and the Governor had had over <br />breakfast in this regard. <br /> <br />Lamm's Calls to Babbitt and Matheson <br /> <br />On September 6. Governor Lamm called me back to indicate <br />that he had reached both Governors Babb{tt and Matheson, <br />Governor Lamm's notes from both conversations are attached. As a <br />result of those conversations, Governor Lamm asked me to do two <br />things, First, he asked that I prepare a letter from him to <br />Governor Babbitt confirming their conversation. This letter was <br />transmitted to Governor Lamm under cover of letter dated <br />September 12 (copy to you), Which letter 'was subsequently revised <br />and transmitted a second time under cover of memo dated September <br />16 (copy to you), As of the date of this memo, I do not know if <br />Governor Lamm has sent the letter to Governor Babbitt. <br /> <br />Secondly, Governor Lamm told me to get back to Utah at the <br />staff level quickly. I indicated to Governor Lamm that I had <br />already arranged the first meeting with Dan Lawrence for the next <br />day in Yuma.
