<br />'01Hj-195 <br /> <br />1993 ANNUAL REPORT <br /> <br />. <br /> <br />Bureau of Land Management <br /> <br />The Council is extremely pleased with the BLM's efforts to analyze the saline watersheds <br />ill the Colorado River drainage, especially in the states of Utah and Wyoming where <br />comprehensive planning has begun on several watersheds. Over the past few years the Council <br />expressed support for and BLM has given more emphasis to a quickened pace of project <br />implementation, However, this has not been realized due to the inability ofBLM appropriations <br />to meet project implementation funding needs. The Council endorses an accelerated BLM <br />program through resource condition improvement and strongly recommends increasing the <br />funding to implement that program. The Council urges the continuation of efforts to identify <br />and plug flowing saline wells on lands administered by the BLM. <br /> <br />Fish and Wildlife Service <br /> <br />. The Council supports the continued coordination among the FWS, Reclamation, USDA <br />and EP A in addressing the issue of fish and wildlife habitat values foregone. The Council <br />expresses its appreciation for the coordination by the FWS and SCS in addressing the Council's <br />concerns. The Council understands that with respect to the Price-San Rafael Rivers Unit a non- <br />jeopardy biological opinion on the unit was issued with the proviso that no implementation will <br />take place until resolution is reached on an acceptable procedure for the payment of the depletion <br />charge, The Council has urged the SCS to work with the State of Utah and the Forum to <br />resolve issues associated with the payment of the depletion charge for the additional depletion <br />which might occur when the unit is fully implemented. <br /> <br />. <br /> <br />COWRADO RIVER BASIN SAUNlTY CONTROL ADVISORY COUNCIL <br /> <br />7 <br />
