<br />" IO'tl'tti 9 3 <br /> <br />1993 ANNUAL REPORT <br /> <br />. <br /> <br />Soecific Comments <br /> <br />Bureau of Reclumation <br /> <br />Grand Valley Unit. The Council is pleased with the progress in this unit, particularly <br />continuing construction on the Price and Stubb Ditches, the Government Highline Canal laterals <br />and finalization of designs for improvement of additional segments of that canal. Funding levels <br />should remain commensurate with the implementation schedule set forth in the 1993 Review so <br />that the potential salt load reductions in this unit are achieved as necessary to meet the numeric <br />criteria. <br /> <br />The Council, recognizing the environmental concerns associated with the salinity program and <br />the fact that commitments were made in the Final illS for this unit which was completed prior <br />. to the 1984 amendments to the Salinity Control Act authorizing the USDA onfarm salinity <br />control program and specifying the voluntary nature of habitat values replacement, continues to <br />support Reclamation underwriting, through its authorities and programs, the necessary portion <br />of SCS' s habitat replacement obligations, but only in this special case for the Grand Valley Unit. <br /> <br />Lower Gunnison Basin Unit. The Council is pleased that the Winter Water Program, one <br />of six components of this unit and one of Reclamation's most cost-effective salinity control <br />projects, is nearing completion. The Council encourages Reclamation to use innovative <br />strategies similar to those being used in the Winter Water Program, including cooperative <br />agreements, to develop cost-effective programs in the other five components. The Council urges <br />Reclamation to continue to seek adequate funding to complete construction of the Winter Water <br />Program and to continue planning efforts with regards to cost-effective canal and lateral lining <br />strategies of the unit. <br /> <br />5 <br /> <br /> <br />. <br /> <br />COWRADO RIVER BASlN SAUNlTY CONTROL ADVISORY COUNCIL <br /> <br />
